Budget documents are long, but examiners usually test a handful of recurring themes: the fiscal deficit, debt servicing, the size of the development programme and tax policy.
Start by noting the headline outlay and how it compares with the previous year. Then look at where the money goes — interest payments, defence, subsidies and the Public Sector Development Programme.
For an answer, pair each figure with its implication. A rising share of interest payments, for example, means less fiscal space for health and education.
Close with policy recommendations: broadening the tax base, rationalising subsidies and improving the quality of development spending.
