Answer

Introduction

Pakistan was created to give Muslims of the subcontinent a homeland in which they could live according to their values. The Quaid-e-Azam spoke of democracy, equality and social justice, and Allama Iqbal called for a rethinking of Islam in modern conditions. More than seven decades later, the gap between ideal and reality remains wide. Reconstruction means rebuilding the society on Islamic principles of justice, honesty and human dignity, and not merely passing more laws or adding religious slogans.

Present condition of Pakistani society

Problems of Pakistani Society

  • Moral decline and corruption
  • Poor education
  • Weak justice
  • Economic inequality
  • Sectarian and ethnic division
  • Injustice towards women
  • Political instability

Pakistan is a devout country in many outward ways, yet food adulteration, tax evasion, nepotism and lying are common. Millions of children are out of school. Justice is slow and costly. Wealth is concentrated among a small elite, and much of the population faces inflation and poverty. Sectarian, ethnic and political divisions are deep. Women and minorities face discrimination, and mob violence has become a recurring problem.

Foundations of reconstruction

Internal change first

The Quran states the fundamental law of social reform.

"Indeed, Allah will not change the condition of a people until they change what is in themselves." (Ar-Ra'd 13:11)

The Madinah model

The Prophet ﷺ began by building faith and character, then brotherhood, a mosque as a community centre, a charter of citizens' rights, a just market and collective security. This sequence is the key model for reconstruction.

A shared mission

A healthy society enjoins good and resists wrong, through its institutions as well as through its people.

"And let there be among you a nation inviting to all that is good, enjoining what is right and forbidding what is wrong, and those will be the successful." (Aal-e-Imran 3:104)

Areas of reconstruction

1. Individual character

The Prophet ﷺ said that he was sent to perfect noble character (Muwatta Malik). Truthfulness, trust and honest work need to be taught and rewarded. "Whoever cheats is not one of us" (Muslim) should be applied in markets and in examination halls alike.

"He has succeeded who purifies it, and he has failed who instils it with corruption." (Ash-Shams 91:9–10)

2. Family

The family is society's first school. It should be built on love and mercy, with kindness to parents and fair treatment of daughters.

"And of His signs is that He created for you from yourselves mates that you may find tranquillity in them; and He placed between you affection and mercy." (Ar-Rum 30:21)

3. Education

The first revelation commanded reading, and the prisoners of Badr could earn their freedom by teaching children. Pakistan must fulfil Article 25-A, which guarantees free education to children aged five to sixteen. It also needs to close the gap between English-medium, Urdu-medium and madrassah streams, teach ethics and critical thinking, and invest in research.

"Recite in the name of your Lord who created." (Al-Alaq 96:1)

"…Say: Are those who know equal to those who do not know?" (Az-Zumar 39:9)

4. Justice and rule of law

Cases should be decided quickly and fairly, and no one should be above the law. The Prophet's ﷺ warning about earlier nations, punishing the weak and sparing the powerful, describes Pakistan's problem exactly.

"Indeed, Allah commands you to render trusts to those to whom they are due, and when you judge between people, to judge with justice." (An-Nisa 4:58)

5. Economy

The elimination of riba should go ahead in a phased manner, as directed by the Federal Shariat Court. Zakat should be transparent, the wealthy should pay their taxes, hoarding should be punished and labour protected. Land reform and fair wages are also consistent with Islamic concerns about the concentration of wealth.

"…so that it will not be a perpetual distribution among the rich from among you." (Al-Hashr 59:7)

6. Governance and politics

Leaders should be selected on merit, and accountable. The elected parliament should have real power, while all institutions should remain within their constitutional limits. Local government should give ordinary people a voice.

"…And whose affair is determined by consultation among themselves…" (Ash-Shura 42:38)

7. Tolerance and social harmony

Sectarian hatred, takfir and mob violence have no place in Islam. Brotherhood must replace tribal, ethnic and sectarian rivalries. Paigham-e-Pakistan provides a good starting point, and allegations should be handled only through lawful, proper investigation.

"The believers are but brothers, so make settlement between your brothers." (Al-Hujurat 49:10)

"O you who have believed, if there comes to you a disobedient one with information, investigate…" (Al-Hujurat 49:6)

8. Women, minorities and the vulnerable

Women should have their rights to education, inheritance and safety, and honour killing must end. Non-Muslim citizens must be treated as equal, in line with the Charter of Madinah and with Article 20 of the Constitution. Orphans, the disabled and the poor deserve care. Hazrat Umar's (RA) carrying food to the hungry on his own back shows what a welfare state should mean.

"Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes, from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly." (Al-Mumtahanah 60:8)

9. Media and youth

With about two-thirds of Pakistanis under the age of thirty, young people are the nation's main asset. They need skills, jobs, sport and role models. Media should inform rather than inflame, and it should avoid slander and hate.

10. Mosque and religious scholars

The Prophet's ﷺ mosque was a centre for education, consultation and social welfare. Pakistan's mosques can address honesty and civic duty in their sermons, and offer literacy classes and mediation. Madrassah students should learn modern subjects.

11. Environment

Cleanliness is part of faith, and waste is condemned. Clean water, sanitation, tree planting and flood management must be treated as religious and civic duties, especially after the 2022 floods.

Who must lead

The state

It must provide law, education, justice and basic welfare.

Scholars

They need to practise Ijtihad, reject hate and connect religion to real social issues. Iqbal's Reconstruction of Religious Thought in Islam calls for this kind of rethinking.

Civil society

Private welfare bodies such as Edhi and Akhuwat show what committed people can do. The media, teachers and parents all have a part to play.

Individuals

The Prophet ﷺ said: "Each of you is a shepherd and each of you is responsible for his flock" (Bukhari, Muslim). Reconstruction starts with each person's own conduct.

Obstacles

Elite capture of power and resources, political instability, foreign debt, poor education and the use of religion for narrow ends are all serious barriers. "Islamisation" has at times been reduced to outward laws, as in the Zia period, without changing justice or character. Past failures should teach that true Islamic reconstruction involves substance over slogans and that coercion alone does not change hearts.

Conclusion

Pakistani society can be reconstructed by following the Prophetic method: first character, then family, education, justice, a fair economy, accountable government, tolerance and care for the weak. This does not require rejecting modernity. It means joining Islam's moral vision with effective institutions, as Iqbal and the Quaid envisioned. The change Allah promises depends upon change within ourselves, so this project belongs to every citizen, starting today.
